Norfolk breasts cover-up hits mainstream media

As a resident of Richmond, VA, I would like to congratulate the tightly-wound citizens of Norfolk for making our city look progressive and forward-thinking. Not an easy thing to do. . .

Maybe, in Virginia, you can only show one breast at a time as it is in the state seal that's on the Virginia state flag.
