The curious case of Tania Bruguera, the UN and the Cuban dictatorship

As you know, DC Art News has been following the saga of well-known artist Tania Bruguera and the bloody Cuban dictatorship.

Bruguera, a New York-based Cuban artist, and easily one of the best-known artists on the planet, was temporarily arrested on December 30, 2014 for organizing a free speech performance entitled #YoTambienExijo -- pursuant to the Obama-Castro deal. She had her passport confiscated and has not been allowed to leave the island.

The Washington Post wrote about this in an editorial:
...Tania Bruguera planned a simple event for Tuesday: She would set up a microphone in Havana’s Revolution Square and invite anyone who wished to step up and talk about the country’s future. Dozens of dissidents planned to participate under the slogan “I also demand” — which might be taken as an allusion to their exclusion from the secret normalization negotiations conducted by the Obama administration and the regime of Fidel and Raúl Castro. 
That the deal announced Dec. 17 by President Obama did not include any protections for Cuba’s pro-democracy activists quickly became obvious. Security forces detained Ms. Bruguera as well as several dozen other activists. The free-speech performance never took place. “I spoke to Tania Bruguera and let her know part of her performance was done,” tweeted Yoani Sánchez, an independent journalist whose husband, Reinaldo Escobar, was one of those detained. “Censorship was revealed.” 
The incident should have been an embarrassment to Mr. Obama, who said that he decided to restore normal relations with Cuba in order to “do more to support the Cuban people and promote our values.” But the administration shrugged off the crackdown. On Wednesday, the State Department issued a statement saying it was “deeply concerned,” the same words it uses to describe human rights violations in China, Vietnam and other countries where the United States has no leverage and plans no action. Talks on the opening of embassies will go forward.

As most of you know, the Havana Biennial is currently underway, and collectors, arts aficionados, curators, many DC-area artists, and the art cabal has descended en masse upon The Castro Brothers' Workers Paradise.

Tania Bruguera was arrested again a couple of days ago as she approached the Museum of Fine Arts to attend an exhibit for the Havana Art Biennial. No one seems to know what the charges (if any) are... but then again, this is Cuba.

Via Facebook, her sister (who lives in Spain I believe), reported that Bruguera began reading 100-hours of Hannah Arendt’s seminal book, The Origins of Totalitarianism, on May 22 - apparently that's part of her "crime."

But there's more.

In Havana, four dozen members of The Ladies in White were arrested as they attended Sunday Mass. Also arrested were many of their male supporters, including democracy leaders Antonio Rodiles, Angel Moya and independent journalist Juan Gonzalez Febles. The Cuban dictators are particularly terrified of this group of women, whose "protests" generally consist of: (dress in a white dress on Sundays, (b) attend Sunday Mass, (c) march in unison while holding flowers to the cemetery and (d) get abused, beaten and arrested on the way there; repeat next Sunday.

Band leader Gorki Aguila was grabbed by undercover police outside the museum for the simple reason that he was displaying a photo of graffiti artist Danilo Maldonado and the word “freedom.” That's a no, no in the Workers' Paradise.

Graffitist Danilo Maldonado was arrested in December for "tagging" several pigs with the names "Castro" and "Raul." The names refer to the Castro brothers(Raul and Fidel Castro), suffocaters of the poor island prison. Where Maldonado was able to find pigs in food-poor Cuba will always be a mystery. I suspected the pigs were also snatched and ended up being served later that night in the homes of the undercover police bosses.

In Santiago de Cuba, capital of the Oriente province (the original province), over 80 activists of the Cuban Patriotic Union (UNPACU) were beaten and arrested, including some who had been released under the Obama-Castro December 17th deal, namely Diango and Bianko Vargas Martin, and Ernesto Tamayo Guerra.

Dozens of others were arrested in the interior provinces, including Raul Borges, father of political prisoner Ernesto Borges, and youth activists from the Cuban Reflection Movement.

Meanwhile, the US State Department and the Obama administration march forward...
“I don’t want to sound too Pollyannaish . . . but I do think we’re closer than we have been,” the official said. “I think my [Cuban] counterparts are coming up here with a desire to get this done.” The negotiating session will be held at the State Department. 
“I wouldn’t be even remotely optimistic if I did not feel that we were making progress,” said the official, who spoke on the condition of anonymity under rules imposed by the State Department.
Unfortunately I am resigned to see our administration march forward, no matter what the Cuban dictatorship does to its abused citizens - after all the bottom line here is business.

But where is the United Nations on these issues? Where are the Cuban people's Latin American brothers and sisters? Where is Cuba's madre patria, Spain? Where's is the European Union?

Makes my head hurt.

Want an art job at Art Basel Miami Beach?

One of the Cuban artists whom we represent and hope to bring to a Washington, DC area audience in the near future is Cuban artist Tania Bruguera.

And the coming Art Basel Miami Beach brings a performance opportunity to work with Tania.

Eight to ten individuals are needed to perform during Art Basel for a performance piece by this renowned Cuban artist. The role involves walking around Art Basel in Miami Beach selling a Cuban newspaper. Individuals should speak Spanish. There will be an informational meeting held on Tuesday, November 30th at 6pm by the Miami Beach Convention Center, Entrance C. A small honorarium will be offered per day. As a pioneer installation and performance artist, Tania Bruguera exemplifies the alternative voices in Cuba who work from the artistic edge. Born in 1968, she earned her undergraduate degree at the Instituto Superior de Arte in Havana and her MFA at The School of the Art Institute of Chicago. In 1998, Bruguera was selected as a Guggenheim fellow and in 2000, she received the Prince Claus Award.

Bruguera has participated in numerous international exhibitions and biennials. Her work has been exhibited in several museums and collections around the world. Recently, she founded the Arte de Conducta (behavior art) department at the Instituto Superior de Arte in Havana, the first performance art program at the university level in Latin America.

Decree 349

Chances are that readers have not heard about Decree 349.

The brutal Cuban dictatorship is often viewed in the mainstream American media through rose-colored glasses, and the atrocities committed over the decades that the Castro brothers' have been strangling the people of that once prosperous island, often ignored or dismissed.

Described by Amnesty International as “dystopian”, this "new" law, Decree 349, which was signed by the Castro hand-picked "president" Miguel Díaz-Canel in April, and was then published in Cuba’s Gazette newspaper in July, is expected to be ratified and signed into law this month by Díaz-Canel.

“Amnesty International is concerned that the recent arbitrary detentions of Cuban artists protesting Decree 349, as reported by Cuban independent media, are an ominous sign of things to come. We stand in solidarity with all independent artists in Cuba that are challenging the legitimacy of the decree and standing up for a space in which they can work freely without fear of reprisals.”

Amnesty International further notes that:

Under the decree, all artists, including collectives, musicians and performers, are prohibited from operating in public or private spaces without prior approval by the Ministry of Culture. Individuals or businesses that hire artists without the authorization can be sanctioned, and artists that work without prior approval can have their materials confiscated or be substantially fined. Under the new decree, the authorities also have the power to immediately suspend a performance and to propose the cancellation of the authorization granted to carry out the artistic activity. Such decisions can only be appealed before the same Ministry of Culture (Article 10); the decree does not provide an effective remedy to appeal such a decision before an independent body, including through the courts.
Amnesty International is concerned that the decree contains vague and overly broad restrictions on artistic expression. For example, it prohibits audiovisual materials that contain, among other things: “use of patriotic symbols that contravene current legislation” (Article 3a), “sexist, vulgar or obscene language” (Article 3d), and “any other (content) that violates the legal provisions that regulate the normal development of our society in cultural matters” (Article 3g). Furthermore, it makes it an offence to “commercialize books with content harmful to ethical and cultural values” (Article 4f).
It is already brutalizing Cuban artists; as reported in The Guardian, artist Tania Bruguera and others have already been arrested over this new law:

Bruguera, whose work currently fills the Turbine Hall at London’s Tate Modern, was taken by police from her home in the Cuban capital on Monday morning ahead of a planned demonstration outside the ministry of culture. Her fellow artists Luis Manuel Otero Alcántara and Yanelys Núñez Leyva were also picked up on the street by police on Monday and transported to the Vivac prison on the outskirts of Havana, a move that suggests they will be detained for a longer period. 

Bruguera was released within 24 hours but taken back into custody as she headed to the ministry of culture to protest. All three – along with fellow activists Amaury Pacheco and Michel Matos – have vowed to go on hunger strike.

Cuban artist Tania Bruguera detained

Cuban performance artist Tania Bruguera was detained by authorities in Havana before a controversial planned performance, according to the artist's sister. The piece was to consist of installing a podium and an open microphone in Havana's Revolution Square, allowing any interested individuals the opportunity to speak their minds for exactly one minute.
Read the whole story by the LAT Carolina Miranda here. It should come to no surprise that this brave artist, who's been in trouble with the Cuban dictatorship many time before, has been detained by the goons of the Castro Brothers' Workers Paradise.

I am told that Castro's secret police showed up at her apartment around 5AM and detained her; her whereabouts are unknown - they also detained about a dozen other people whose crime was apparently that they had expressed interest in attending Bruguera's performance.

This brutal and racist dictatorship has little room for any artistic dissidence. Let us hope that international pressure on the dictatorship turns out well and that this brave artist is released unharmed.

The Artist Protection Fund

Last Tuesday night, at the Museum of Fine Arts in Boston, The Institute of International Education and The Andrew W. Mellon Foundation announced the exciting launch of a pilot program to save the lives and work of artists who face persecution in their home countries. The  Artist Protection Fund (APF), a three-year pilot program supported by a $2.79 million grant from The Mellon Foundation, will make life-saving fellowship grants to threatened artists from any field of artistic endeavor, and place them at host universities and arts centers in countries where they can safely continue their work.
In many parts of the world, artists suffer harassment, imprisonment, violence, and even death as a direct consequence of their unique role and power to advance free and creative expression. With participation of many arts organizations and partners from around the world, IIE has taken action to develop the Artist Protection Fund to fill a critical unmet need and provide relief and safe haven to artists on a large scale.
 
IIE is calling on arts organizations around the world to join in this important effort over the next three years. The launch of the Artist Protection Fund makes an excellent story opportunity for publications covering the arts industry and sends an important message to the many audiences of the arts community about how to become involved as a host or nominate a threatened artist in the world.

My first nominee for this program is Cuban artist Tania Bruguera, and I call for the APF to award a grant to this jailed artist and to join our voice in demanding the release of Bruguera from the Castro Brothers' prison island.

The more things change...

The more they stay the same! The below was published four years ago... I'm still waiting to see some movement... any movement!

About a decade ago I co-curated for the Fraser Gallery a giant Cuban art exhibition which brought to DC many Cuban artists for the first time - it was called "De Aqui y de Alla" (From here and from there) --- see it here: http://www.thefrasergallery.com/artwork/Cuban-Show/Contemporary-Cuban-Art.html )" and it included many artists from Cuba as well as the Cuban Diaspora from around the world.

Olga Viso (who is of Cuban ancestry), at the time at the helm at the Hirshhorn came by the gallery to see the show... the head of the Hirshhorn! 


Subsequently I curated a touring art exhibition of contemporary Cuban artists that I put together which traveled to DC, Philadelphia, Norfolk and Miami (Titled "Aqui Estamos" or "Here We Are").

In both cases the work avoided any and all contact with "government approved artists" and zero contact with the brutal Cuban dictatorship, and in fact, had somewhat of a dissident focus.

Of related interest to the theme, a local collector here in Chevy Chase owns a significant collection of Korda photographs, including the vintage photo of Che Guevara (Guerrillero Heroicothat Korda kept in his studio as his personal image of Guevara. The owners of the planet's most reproduced image acquired it directly from the Korda family, and I believe there's a video of the event (done as a provenance)... there are 19 photos in the collection - they were recently exhibited at the Museum of Latin American Art in California and the Jordan Schnitzer Museum at the University of Oregon and also at the Museum of Latin American Art in California.

I've heard from major collectors of Cuban art, most of whom I know well, that Stephane Aquin, the new Chief Curator of the Hirshhorn Museum is in the process of curating an exhibition of Cuban art. He brings an excellent pedigree in the subject, as about a decade ago he was one of the curators of “¡Cuba! Art and History from 1868 to Today”, an exhibition at the Montreal Museum of Fine Arts. He selected Cuban work post 1959.

Which brings me to an interesting issue.

In the past decade, I have been part of multiple gift offers of work by blue chip Cuban artists to the Hirshhorn. In every single instance that I have been involved in, it has been declined. In every single instance, the declined work ended up in another major museum.

Work by Sandra Ramos (whose iconic work adorns the cover of Holly Block's bible of Cuban art, and that same iconic print is also in the collection of MoMA) has three times been offered as a gift to the Hirshhorn Museum by two separate collectors, and it was thrice declined. 

One Ramos ended up in the collection of the Miami Art Museum, one at the University of Virginia (which under the guidance of former curator Jill Hartz accumulated a superbly impressive collection of Cuban art), and one at Cornell University. 

It was because of that, that I welcomed the Hirshhorn's new library program to acquire supporting material by Latin American artists, and their blog post noted the inclusion of a catalog of Ramos' recent show in NYC.  Of course, her American gallery solo show debut was in the DMV over a decade ago (in 2004 also at the Fraser Gallery - see http://www.thefrasergallery.com/DC2004.html). I'm desperately searching my storage for supporting materials of that exhibition, as that widely reviewed show was her first solo in an American commercial art gallery.

That's a terrific new program that the museum has been funded to do -  according to the Hirshhorn, the funds will be used to catalog Latin American materials that are in their 9,000 volume cataloging backlog. So far, they've identified 500 books and catalogs in the Latin American category, and they have catalogued around 200 of those, and they have one more group of 100 to catalog once the Cataloging Department has found contract staff to implement the last grant. It's a gigantic job, but it seems to be in good hands.

Back to Cubans and the Hirshhorn.

According to the Hirshhorn's website search, Ana Mendieta, Wifredo Lam, Jose Bedia, Los Carpinteros, Emilio Sanchez, Felix Gonzalez-Torres, and J.F. Elso (and the five prints by the "five") are the only Cuban artists in the museum's collection and many of those were part of the original bequest, indicating to me (as far as I can tell from the website) that the museum has not acquired very many Cubans since they opened. I could be wrong, but that's what it looks like.

They did acquire this gorgeous Carmen Herrera in 2007. That was at least somewhat of a "discovery" as Herrera was not dubbed the "hot new thing in painting" by the New York Times until 2009.

That NYT piece was done when she was 94.


Herrera sold her very first painting... ever... in 2004, so the Hirshhorn jumped in early (2007), which colors my last paragraph in this post. Five gets you ten that the very gifted Olga Viso had something to do with that.

In addition to the declined Sandra Ramos (three separate gift offers) that I mentioned earlier, the Hirshhorn has in the past (since 1996 to around 2008, which is when I gave up and stopped working as a middle man to offer them gifts from collectors of Cuban art) declined gifts of works by Maria Magdalena Campos-PonsCirenaica Moreira, Elsa Mora, Belkys Ayon, K'Cho, Aimee Garcia Marrero, Deborah Nofret Marrero, Tania Bruguera, Carlos Alfonso (multiple pieces from his estate), Roberto Wong, Korda, Roberto Fabelo, Marta Maria Perez Bravo, and Carlos Garaicoa... I may be forgetting some.

Most of those ended up as gifts to other museums in the US (one ended up at the Tate in the UK)... it was curious to me the 100% decline rate, especially of some major works... this is the Ramos that ended up in the Miami Art Museum - it's the one titled "Ruinas de Utopia (Ruins of Utopia)" one of her key works dealing with the decline of Cuban life...  Another painting from that page was also offered (the one titled "Rescate" )- that one ended in the collection of Cornell University.

With Aquin at the helm, and his clear background in Cuban art, and with the funded interest in cataloguing peripheral material from Latin American artists, perhaps the Aquin and Hirshhorn will "discover" some other Cuban artists besides the "usual suspects," and perhaps the next time that an important gift by a blue chip Cuban artist is offered to the museum, it may find a home there.

No one has asked me, and I suspect that no one will, but if Aquin reached out to me for some recommendations, and since all the Cuban artists' names mentioned in this blog post so far should be well-known to him, I would recommend a look at DMV Cuban-American artist Ric Garcia.

Wouldn't it be great if the Hirshhorn's Cuban show included a local with a singularly unique set of artwork?

Just sayin'... time to "discover" rather than "re-do."

More Cubans head to jail

Emboldened by the Obama Administration's diplomatic recognition -- and its pledge of inconditionality -- the Castro regime continues to arrest political dissidents.

Yesterday it arrested Lisandra RobertMiraida Martin and Yamile Rodriguez -- all members of the Cuban Patriotic Union (UNPACU) in Santiago de Cuba -- and Melkis Faure and Emilio Serrano in Havana.

Faure and Serrano were arrested as they inquired about Sonia de la Caridad Gonzalez Mejias, who was arrested on December 28th. Gonzalez Mejia is currently on a hunger strike protesting her unjust imprisonment.

Meanwhile, Cuban artist Danilo Maldonado ("El Sexto"), arrested on Christmas Day, was transferred to the Valle Grande prison. His crime? Intending to attend artist Tania Bruguera's performance, which never took place, as she was also arrested!

And Marcelino Abreu Bonora, arrested on December 26th, was beaten and placed in a "special" punishment cell for conducting a hunger strike.

Tragically, there are already more political prisoners in Cuba today than on December 17th.

(Art)xiomas - CUBAAHORA: the Next Generation

(Art)xiomas - CUBAAHORA: the Next Generation, is an art exhibition at the beautiful Art Museum of the Americas (AMA) which opens June 9, 2016 and displays the work of 15 Cuban contemporary young artists.




It's not that common to have so many Cuban artists together around the DMV - in fact, the last time that I can remember so many Cubanos in one show was when we curated the epic "From Here and From There: De Aqui y De Alla" more than a decade ago at the Fraser Gallery.

That show for the first time brought to the capital region many of today's leading contemporary Cuban artists... a generation or two before the ones that AMA will showcase next month -- many of the artists in that earlier show had strong dissident voices, fueled by Cuba's "Special Period" in many cases, and they were courageously using their artwork to reflect the realities of their life on the island, or as part of the Cuban Diaspora around the world. That show was a spectacular success, and many of those pieces now reside in museums around the United States and Latin America, thanks to the generosity of the collectors who bought the entire show, and then, throughout the years, have donated the work to public institutions.

(Art)xiomas includes installation art, video, photography, sculpture, painting, performance, among others.
The meaning of 'axiom' is a self-evident truth. These recent graduates of Cuba’s University of the Arts, now in their 30’s, face their realities with a new gaze, free of political elements that nonetheless penetrate their works, their discourses are more autobiographical than politically contextualized. Moreover, they reconcile their independently managed studios and work with government cultural organizations and international galleries and institutions.
There's a little double-talk in that news release statement, which is a very Cuban thing. They are apparently "free of political elements", and yet those political elements "nonetheless penetrate their works." That's Cubanese for you!

More translation: When they "reconcile their independently managed studios and work with government cultural organizations," that means that they carefully navigate the heavy hand of Cuba's brutal dictators, which curiously enough sometimes seem a little lax when it comes to artwork (unless you're Tania Bruguera, or Danilo Maldonado, a Cuban artist known as "El Sexto," who has been imprisoned since December 26th, 2014)... and I can go on and on.

I am really excited to see this show and will write more about it after I attend the press preview.

I am familiar with the work of several of the artists, such as the skilled paper cut-out works by Ariamna Contino, and the very talented (and sometimes Bettie Page doppelgänger) Mabel Poblet Pujol, and others, but will also be discovering some new talent at this show.

Update on Tania

From Tania's sister:
URGENT // ‪#‎Cuba‬ ‪#‎TaniaBruguera‬ released by State Security.
Tania would not leave until all detainees because of the artistic performance were released. She was held at the Police Station Acosta y Diez de Octubre.
"I can not allow people remain prisoners on my account. I can not accept that the public of a work of political art be repressed, censored and suffering for my sake," said the artist.
Bruguera is already at the apartment of her family in El Vedado. She will take a rest immediately and to share some time with her mother. By the time she will do no additional statements, and appreciates the immense support and affection she received. According to sources in the family, she is psychologically exhausted.
Security agents themselves have acknowledged in talks with Tania the echo and support obtained. Not yet she has been returned her passport. Her case will be heard by a prosecutor in the days to come.

Artists prisoners of Castro

Today join the Twitter demonstration (#FreeTaniaAngelElSexto) demanding the freedom of:

Danilo Maldonado, a Cuban artist known as "El Sexto," who has been imprisoned since December 26th, 2014 -- pursuant to the Obama-Castro deal.

Angel Santiesteban-Prats, a Cuban novelist who has been imprisoned since February, 28, 2013, and was left behind by the Obama-Castro deal.

Tania Bruguera, a New York-based Cuban artist, who was temporarily arrested on December 30, 2014 for organizing a free speech performance entitled #YoTambienExijo -- pursuant to the Obama-Castro deal. She had her passport confiscated and is not allowed to leave the island.

Bienal de La Habana

All of the action -- the unofficial venues, the public-art installations and sculptures -- coupled with Tania Bruguera's daring performance last week in which Cubans and some foreign visitors took to a podium, clamored for freedom, and mocked the once-sacred figure of Fidel Castro -- make this Biennial, which runs through April 30, one for the books.
